• A novel data-driven consensus protocol is proposed for regulating OER in multi-stack PEMFC systems. • The method relies only on leader data and local observer estimations, with no need for system models. • Controller and observer gains are designed using data-driven LMIs within a scalable graph-theoretic framework. • The protocol achieves OER tracking within 5 s with high accuracy across key state variables.
