• EU manufacturing emissions are assessed using production and consumption accounts. • Circular material use shows a candidate threshold at 2.80%, but not conclusively. • Income reduces territorial emission intensity but raises the consumption footprint. • Resource productivity lowers emission intensity under both accounting perspectives. • Country heterogeneity concentrates circularity gains in a few EU economies.
