• This study fills the gap in research concerning atmospheric VOCs and associated health risks in medium-scale heavy industrial cities of the Yangtze River Delta. • Sources, reactivity, and health risks of VOCs were decoupled. • Anotable “concentration-reactivity inversion” of VOCs was identified. • Less abundant aromatics and isoprene dominated the ozone formation potential. • Control strategies should shift from mass reduction to dual reactivity-risk control.
