• An open-source library, named RDycore, is developed for solving 2D shallow water equations. • The joint use of PETSc and libCEED allows RDycore to run efficiently on CPUs and GPUs. • The scalability of RDycore is demonstrated for a problem with 471 million grid cells. • A one-way coupling of RDycore within E3SM is applied to simulate flooding during Hurricane Harvey.
