Digital credentialing offers a promising solution to enhance transparency, efficiency, and trust in Continuing Professional Development (CPD) systems. However, most existing frameworks are designed for education or e-governance and do not fully address the unique needs of CPD, such as credential validation, stakeholder coordination, and regulatory compliance. This study reviews existing frameworks and evaluates their relevance to CPD using six key criteria. Findings reveal significant gaps in lifecycle management, adoption strategies, and policy alignment. In response, a CPD-sp ecific conceptual framework is proposed, incorporating stakeholder integration, secure technology infrastructure, validation mechanisms, and governance. The framework provides a structured foundation for implementing verifiable credentials in CPD and supports long-term goals in professional mobility and lifelong learning.
