• Hydropower shrinkage responds to runoff decline in a lagged, nonlinear, capacity-dependent way. • Thermal power generation increases to partially offset hydropower loss with an average local substitution rate of 0.257. • Drought impacts spill over to downstream load centers via the interconnected grid. • The 2022 summer drought in China induced 52.86 million tonnes of additional CO2 emissions.
