• Ta5+/Nb5+ ionic size matching isolates electronegativity as the ORR kinetic descriptor in SC. • Lower Ta5+ electronegativity reduces vacancy formation energy and migration barriers. • TGA, XPS, and EIS confirm the defect-activity ordering: SCST > SCT20 > SCSN > SCN20. • DRT shows Nb systems are diffusion-limited; SCST achieves balanced P2-P3 at ≥500 °C. • B-site electronegativity shifts the ORR bottleneck without altering lattice geometry.
