• A novel L-moment-based Hermite polynomial model for non-Gaussian ground motion simulation is proposed. • A non-iterative estimation method for the evolutionary power spectral density (EPSD) of the underlying process is proposed. • Spectral representation based on proper orthogonal decomposition (POD) is introduced. • The reliability analysis of Rumei dam subjected to non-Gaussian ground motion is carried out via DPIM.
