The PMU deployment in the microgrid and distribution grid has opened up the gate of new requirements regarding PMU measurement algorithm's behaviours. These applications of PMU demand an algorithm that can exhibits accurate measurements under multi harmonic, off-nominal as well as dynamic fluctuations of frequency. Such applications also demand low latency processing which in turn demands less iterative algorithm suitable for a short window length input signal. The presented work explores the possibility of the so-called dynamic phasor measurement algorithm, Taylor weighted least square method for these objectives. A novel combination of an FIR-based band pass filter, zero crossing detection measurement and use of a harmonic model of the input signal in TWLS method is proposed. Frequency domain and cost analysis, reduced processing time for extended accuracy in presence of lower harmonics signify its suitability in the said objectives. Various simulated and real data validation ensures the efficiency of the proposed method over other available algorithms and verifies for the IEEE C37.118.1-2011 and IEEE C37.118.1a-2014 standards. An FPGA based prototype is developed using NI cRIO 9082 and LabVIEW platform for the real time measurements.
