• Systematically investigated the single and combined effects of anionic and nonionic surfactants on properties of TECC. • The dispersion behavior of CF and Fe2O3 in the cement matrix was characterized using SEM, EDS, and XRD. • Revealed the synergistic dispersion mechanism of PEO (steric hindrance) and CMC (electrostatic repulsion + water retention). • Achieved high electrical conductivity (2.98 S·m−1), low thermal conductivity (0.44 W·m−1·K−1), and ZT (1.35 ×10−4). • Proposed optimal PEO-CMC blending ratio for balanced thermoelectric and mechanical performance.
