• How surface functional groups affect oxygen transport is explored at atomic scales. • DFT reveals hydrogen bonding and electrostatic interactions between groups and SO3-. • Adsorption of SO3- by surface functional groups alter dense layer, thus reducing Rads. • Locations of functional groups show non-monotonic effect on O2 transport resistance.
