• Four pathways of single-atom catalysts for electrocatalytic nitrate to ammonia have been summarized. • Characterization techniques for SACs and NO3RR mechanism have been elucidated. • Support effects and their application in SACs for NO3RR are systematically illustrated. • Design principles of high-performance SACs and support properties are summarized. • Existing limitations and future research directions of SACs in NO3RR are proposed.
