• Increased participation in employability programs improves labour market performance. • Higher replacement rate in unemployment rises the productivity and wages of workers who have participated in employability programs. • Employability program relies on a delicate balance between generous transfers and investment in training. • The most flexible markets record the highest productivity gains at the cost of increased polarization. • Policies that are excessively generous in terms of replacement rate or excessively competitive accentuate structural imbalances between labour market segments.
