• 1M3C6Z exhibits outstanding CO2-ODHP cyclic stability and high C3H6 selectivity. • The coordination environment of Mo is tailored by varying the Ce/Zr molar ratio. • The configuration evolution of Mo is revealed via Raman, UV–Vis-DRS, EXAFS and XPS. • The effect of electron state of Mo on CO2 and C3H8 activation and C3H6 desorption is discussed. • Reaction mechanism is discussed based on in situ DRIFT and DFT calculations.
