• Effective modulation of spin state in spinel cobalt oxides by transition metal Fe doping is applied to enhance the chlorine evolution reaction. • Fe-Co3O4 exhibits superior selectivity and stability for the chlorine evolution reaction compared with pure Co3O4. • The preferential Cl− adsorption on Fe-Co3O4 was confirmed by open-circuit potential measurements and theoretical calculations.
