• A novel cloud model-based framework is proposed for evaluating the effectiveness of emergency medical rescue equipment systems. • An index system tailored to emergency rescue is constructed, comprising 10 primary and 26 secondary indicators based on six core equipment characteristics, including portability, versatility, operability, maintainability, operational capability, and environmental adaptability. • A hybrid weighting method combining AHP, CRITIC, and game theory is used to determine comprehensive indicator weights, ensuring both subjective expertise and objective data are considered. • Comparative validation with the fuzzy comprehensive evaluation method demonstrates the model’s accuracy, robustness, and strong applicability to real-world emergency equipment assessment scenarios.
