This paper addresses the challenge of uplink radio resource scheduling in 5G New Radio systems for massive Machine-Type Communication. As 5G networks transition toward supporting thousands of heterogeneous user equipments with varying quality of service requirements, traditional scheduling algorithms such as Best-CQI and Proportional Fair often struggle to balance spectral efficiency with fairness and latency constraints. We propose a fairness-aware uplink scheduling (FAUS) algorithm, a low-complexity greedy heuristic designed for 5G NR MAC layer. FAUS utilizes a multi-objective fitness function that integrates instantaneous channel state information, 5QI-normalized temporal decay factor for deadline awareness, and a sigmoidal starvation mitigation term. System-level simulations using the 5G NR protocol stack demonstrate that FAUS achieves an improved balance across diverse key performance indicators. Compared to the traditional baseline, FAUS reduces priority violations and delay budget violations while maintaining competitive throughput, fairness, and resource utilization.
