• Optimized CDs achieving over a tenfold enhancement in H2O2 production efficiency. • F-doping switches ORR to 2e− pathway for selective H2O2 synthesis. • F-doping boosts the separation efficiency of photogenerated charge carriers. • End-on adsorption configuration reduces the adsorption energy. • Fluorine stabilizes *OOH intermediates, thereby enhancing catalytic efficiency.
