• F/Mn-co-doped carbonaceous periodate activators are synthesized. • Ultrafast acetaminophen degradation is achieved within 3 min (kobs = 0.6934 min−1). • Semi-ionic CF serve as electron-transfer bridge between MnII/MnIII couples and PI. • A semi-ionic C-F-mediated electron transfer mechanism is proposed. • A multi-pathway oxidation mechanism(•OH, O2•−, IO3•, 1O2, MnIVO) is identified.
