• Develop a comprehensive analysis framework for wind and wave resource development. • Propose a multi-PTO system optimization methodology for multi-buoy wave energy converters. • Reveal the relation between wave parameters and the optimal PTO damping. • Find no obvious improvement in energy capture for differentiated PTO configuration over uniform one. • Show close values of generated power estimated by adjustable and non-adjustable PTO power matrices.
