With deregulation sweeping across the worldwide power industry, energy contracts with power plants or other utilities have become popular to an electric utility, which usually stipulate minimum and maximum energy delivery for a certain period of time. In the paper, this kind of energy constraint is considered in the sort-term generation planning, i.e. unit commitment (UC). Because energy contracts make the UC more complicated, the paper proposes a Genetic Algorithm (GA) based UC approach that can conveniently integrate the energy constraints. The proposed UC approach actually is a two-level algorithm. The upper level is to determine the units on/off status based GA search. and the lower level is to deal with the economic dispatch (ED) problem. Therefore, the time coupling energy constraints are limited in ED, and the paper proposes a dual technique based method to solve the energy constrained ED problem. In addition, varying-A technique is used in ED method to overcome the solution oscillation problem caused by the constant energy prices. (C) 2002 Elsevier Science Ltd. All rights reserved.
