• A multi-objective model is presented for urban land use allocation at parcel level. • The model is rooted in smart and resilient planning concepts. • A GNN actor–critic reinforcement learning method is introduced. • The method yields competitive results compared to MOPSO and NSGA-II. • The results provide key insights into smart and resilient urban land use planning.
