Green technology adoption, natural resource governance, market dynamics, and sustainable economic growth remain central policy challenges for developing countries. Although investment in renewable and clean technologies has increased, benefits remain concentrated in a few leading economies, while many developing regions face weak capital markets, limited institutional capacity, and resource-dependent growth models. This study addresses a research gap by systematically comparing green technology policy frameworks across selected developing economies using a transparent weighted Multi-Criteria Decision Making approach integrated with SWOT analysis. The Weighted Sum Method (WSM) was applied using seven normalized criteria, weighted through expert elicitation, to assess policy frameworks in India, Brazil, Morocco, Vietnam, Kenya, Bangladesh, and ECOWAS. Results show weighted scores ranging from 35.6 to 72.4 out of 100. India’s National Solar Mission is the only framework classified as High Effectiveness (≥ 70), while Brazil’s RenovaBio and Morocco’s National Energy Strategy fall within the Moderate Effectiveness range (50–69). The remaining four frameworks are classified as Low Effectiveness. Key weaknesses include poor policy monitoring, limited private finance mobilization, weak links between natural resource revenues and green technology investment, and insufficient market-based regulatory instruments. SWOT findings support recommendations for diversified green financing, stronger monitoring systems, market-oriented policy instruments, and resource-revenue reinvestment mechanisms.
