• A simple, green (formaldehyde-free), and seawater-applicable modification method for tannin-based algal flocculants was established. • A two-stage experimental design (FFD-RSM) systematically optimized the process. • The synergistic mechanism of oxidation, amination, and polymerization in alkali-modified tannin flocculants was elucidated.
