How can urban tourism resilience respond to climate change?

Frequent extreme weather events have raised growing concerns about how climate shocks affect urban tourism resilience (TR). However, limited research has quantitatively modelled the dual dynamics of climate risk diffusion and tourism recovery in a networked urban system. This study constructs a two-layer coupled network model of 278 Chinese cities that integrates climate risk diffusion and collaborative tourism recovery, using the ripple diffusion model. The results reveal notable spatial disparities in TR. Without recovery efforts, the network's performance and spatial structure degrade by half. Among 15 recovery strategies tested, road restoration is most effective, followed by targeted promotions and accommodation discounts. However, a combination strategy of road restoration, targeted promotions, accommodation discounts, and ticket price discounts will lead to diminishing returns. These findings highlight the need for cost-effective and well-balanced recovery plans. The study contributes both theoretical insights and practical policy guidance to strengthen urban tourism resilience amid increasing climate uncertainties.
