• A Hydration-Dynamics Engineering strategy solves impedance mismatch using 0.1 wt% carbon anchors. • Hierarchical confinement converts ∼79.9% of water into bound states, dominating polarization loss. • Self-supporting patch achieves −30.51 dB reflection loss, 21.44 dB RCS reduction, and ∼1876% super-elasticity.
