This study presents an enhanced pavement condition assessment methodology for the Roads General Authority (RGA) of Saudi Arabia by improving the Pavement Condition Rating (PCR) system. The current PCR approach (PCRC), based on three severity levels and fixed deduct values, produces a stepwise deterioration trend that does not adequately represent the traditional curve of pavement deterioration. To overcome this limitation, a revised methodology (PCRN) was developed by introducing refined severity levels, updated deduct values and revised distress weights for key pavement distress, including cracking, rutting and roughness. Pavement condition data collected using the Laser Crack Measurement System (LCMS-2) were analysed for 2763 pavement segments. The results show that PCRN produces a smoother and continuous deterioration curve than PCRC and displays greater sensitivity to cracking and rutting. Moreover, results from correlation and sensitivity analysis show that PCRN provides a more balanced representation of both functional and structural distress and reduces the overestimation of pavement condition observed with PCRC. PCRN shows more realistic maintenance decision outcomes, with reduced ‘Do Nothing’ classifications and better identification of segments requiring preventive and corrective maintenance. Overall, the proposed PCRN enhances the accuracy, sensitivity, and reliability of pavement condition assessment, supporting proactive pavement management and maintenance planning at the network level.
