Abstract

The new institutionalism is founded on two propositions: (1) Institutions are a 'primary' cause of development, (2) Institutions are endogenous. But nothing can be primary in the presence of endogeneity. I make two simple points: (1) The causal structure of the relation between institution and development may differ across different contexts. (2) The institution that matter may differ across different contexts.
