Abstract

• Novel integrated optimization approach is proposed for skill-aware and collaborative IC design portfolios decision making. • A systematic framework is constructed for R&D project portfolio decision to enhance both the rationality of team manpower structures and the financial effectiveness of project operation. • Proposed multi-objective evolutionary algorithm RPPNSGA incorporates an intelligent repair mechanism and dynamic penalty strategy to derive near-optimal portfolio decisions effectively and efficiently. • The results of empirical study have shown the practicality of the proposed approach revealing that skill heterogeneity and collaboration ties are important factors in successful R&D project management. • The proposed quantitative model can not only effectively assist the company in achieving higher profit rate under multi-objective constraints, but also enhance R&D efficiency and overall development effectiveness.
