• Extend the bottleneck model to incorporate carpoolers’ access to both the GP and HOV lanes, while considering the influence of parking resource constraints on user behaviors. • Formulate the bi-modal and tri-modal equilibrium problems as variational inequalities, capturing simultaneous choices of departure time, travel mode, and lane usage. • Enhance the bi-modal user equilibrium framework by incorporating general multi-person carpooling, detour-related disutilities, and carpool matching probabilities. • Investigate the impact of carpool occupancy levels on the bi-modal equilibrium and evaluate the efficiency of parking permit allocation schemes, with and without lane-use restrictions for carpoolers.
