• Rapid diffusion of renewables can outpace social absorption capacity across EU countries. • Energy justice and socio-technical transition perspectives are integrated into a unified analytical framework. • A revised Just Transition Risk Overlap indicator identifies affordability-risk hotspots in Europe. • Deployment maturity significantly conditions the social impacts of photovoltaic diffusion. • Findings provide evidence-based guidance for equitable targeting of the EU Social Climate Fund.
