• Active rotational mechanisms in lattices are unlocked by kirigami patterns. • Decoupled two-stage deformation enables independent mechanical tuning. • A deformation-mode map is built to ensure controllable rotational kinematics. • 3D interconnected staggered topology increases specific energy absorption by 60.7%.
