• A novel alumina-biochar composite catalyst (Al2O3@BC) was prepared from waste sludge. • Al2O3@BC exhibited high performance for phenolic pollutants removal in actual water. • The key active sites of PFRs can highly reduce Mn(VII) to generate reactive Mn(III). • The Al2O3 on catalyst significantly increased the oxidation potential of Mn(VII). • Life cycle assessment (LCA) revealed that Al2O3@BC showed environmental advantages.
