We investigate the co-existence of millimeter wave (mm-wave) radar and communication features in vehicular networks with time and frequency resource sharing. First, we highlight the importance and applicability of signal to interference and noise ratio (SINR) as a metric to characterize the radar performance. Then, we characterize the probability of the joint event that the radar detection rate and the data communication rate exceed predetermined thresholds. We study the trends of the joint success probability either with time-division or frequency-division resource sharing between the radar and the communication functionalities. Furthermore, we define and optimize a metric called the effective range resolution (ERR) that jointly takes into account the detection probability with the bandwidth dedicated to the radar system. Next, we analyze the performance of the co-existing system with respect to a dedicated system, which serves as a benchmark and employs mm-wave band and sub-6GHz band for radar transmission and data-communication respectively. Our study highlights that although a frequency-division co-existence may improve radar detection probability due to reduced interference, it may eventually result in a higher ERR due to the reduced bandwidth. On the contrary, the time-division protocol is attractive in a city with fewer streets and closer targets. As the streets become more dense, or the target distance increases, the vehicles should switch to a frequency-division protocol.
