• Stochastic evolution of the rheology enables spontaneous viscous strain localization. • Viscous localization stems from rheology variability controlled by the local work-rate. • Local heterogeneities self-organize into system-scale shear zones. • Strain localization produces anisotropic softening at the system-scale. • Regime diagrams for strain localization for different viscous flow laws are similar.
