• A particulate PDA interlayer promotes the formation of a suspended bilayer PA structure. • Heterogeneous wetting on the PDA surface influences local interfacial polymerization behavior. • The suspended PA layer is substantially thinner (∼44 nm) than the conventional PA layer (∼142 nm). • The bilayer architecture achieves a Cl−/SO42− perm-selectivity of up to 6.11.
