Netted Radar Systems (NRS) facilitate superior multi-target tracking (MTT) through agile resource management. Conventional scheduling schemes for stealth targets typically prioritize power optimization to ensure tracking performance; nevertheless, excessive radiated energy compromises the system's radio-frequency (RF) stealth, posing a significant threat to battlefield survivability. To address this, this paper proposes a multi-parameter asynchronous hierarchical optimization framework for NRS. Under strict system resource constraints, the framework simultaneously optimizes transmit power, transmitter/receiver beams, and the number of coherent gration pulses, enabling tracking precision to meet predefined requirements. Specifically, we first derive performance metrics based on the NRS signal model. Subsequently, the resource scheduling task is formulated a non-convex multi-variate constrained optimization problem. To ensure computational efficiency, a three sequential optimization algorithm is developed to decouple and solve the problem. Simulation experiments pare three different resource scheduling methods, demonstrating that the proposed method not only achieves the desired target tracking accuracy requirements but also significantly reduces total radiated power, thereby contributing to improved low probability of intercept (LPI) performance. In our simulation, the MPAHO strategy saves about 16% of the radiated power compared to the JTRPA strategy, while achieving higher tracking accuracy than the JTRPA strategy.
