Abstract

The article argues that a stable multilateral trading system requires all countries to maintain full employment, or that countries without full employment receive suf-ficient long-term loans to elevate the employment and imports levels. It proposes as well that full employment, achieved through policies such as deficit internal spending, is a necessary condition for a smooth-running multilateralism.
