• Distributed observer with decoupled error dynamics for sampling and communication effects. • Aperiodic sampled-data communication enabling asynchronous updates with reduced load. • Lyapunov stability analysis with explicit and less restrictive sampling bounds. • Explicit gain design via pole placement and spectral conditions, avoiding LMI solvers. • Scalable architecture enables reliable state estimation in complex structures via local observers without central coordination. • Experimental validation on a five-story structure under realistic seismic excitation.
