• First conversion of citric acid fermentation biowaste into N-doped carbon. • Hierarchical N-BC/NiFeCo LDH is fabricated by a one-step hydrothermal route. • Strong interfacial coupling promotes charge transfer and active-site exposure. • Low overpotentials of 101 mV (HER) and 195 mV (OER) at 10 mA cm−2. • The electrolyzer delivers 10 mA cm−2 at 1.54 V with 30 h stability.
