• We investigate why some countries set a narrower set of GHGs in their NDCs. • We test the impact of two factors—climate change vulnerability and political instability—on the coverage of GHGs in NDCs. • Analysis reveals that vulnerable countries set narrower GHG reduction targets in their NDCs. • We also found that quality of national governance is critical in setting climate change commitments. • Results highlight the need for tailored technical assistance and financial support for vulnerable countries.
