Abstract

This article offers guidance to governments on how to achieve the SDGs via utilization of artificial intelligence (AI) and big data. It considers data-using technologies as components of governance systems rather than standalone entities. This study demonstrates how AI-driven decision-making, predictive analytics, and real-time monitoring tools can enhance policy co-ordination, accountability, and sustainability performance. The proposed framework provides policy-makers with actionable guidance on aligning data governance strategies with SDG objectives by linking analytical capacity to accountability and co-ordination mechanisms. It also discusses the potential vulnerabilities to governance that should be considered in order to ensure the transparent and responsible use of AI in government. The importance of data-driven and algorithmic governance as an institutional mechanism for delivering the SDGs is under-conceptualized in public management research. This article develops a theory-guided conceptual framework linking big data and AI adoption in government to smart public decision-making and SDG achievement. The authors use European policy experiences and recent literature on data-driven governance and algorithmic decision-making to understand how predictive analytics, real-time monitoring systems and AI-enabled policy tools support evidence-based governance across policy domains. Key governance risks and trade-offs associated with algorithmic governance, such as bias, opacity, and capacity asymmetries, are highlighted in this article.
