This paper discusses the predictive control problem for the multi-rate networked control system (MRNCS) with input delay and network-induced time delay (NITD). To save network resources, the observer signals are transmitted to the controller by the coding-decoding communication strategy (CDCS). The primary objective of this research is to develop a nonfragile networked predictive control strategy (NPCS) aimed at compensating for the input delay and NITD. After transforming the multi-rate system into an equivalent single-rate system, the input-to-state stability (ISS) criterion is established for the closed-loop system. Furthermore, the design method of gain matrices is proposed for the observer and the controller. A simulation is ultimately provided to illustrate the validity of the developed predictive control method.
