• A method for identifying road design speed based on trajectory data is proposed. • Energy consumption/CO2 emissions of ICEVs decline as design speed increases. • Expressways minimize LDGVs’ energy consumption/CO2 emissions while maximizing EVs. • A sustainable road attribute optimization framework is designed for decarbonization. • Theoretical optimization strategies slash standardized transport costs fivefold.
