This article will help public managers, professionals and consultants to understand the reasons behind changes in the characteristics of top officials. The authors present a change index that establishes a link between existing reform trends and alterations in the socio-demographic characteristics of top officials recruited during a given period of time. It assumes that socio-demographic characteristics reflect diverging and changing expectations over time. Consequently, the appointment of senior executives can be viewed as a strategic response to external demands, aimed at gaining and maintaining legitimacy. In this article, the authors emphasize the interrelatedness of top-level staff and the organizational environment. Moreover, the study addresses the linkages between changes in the characteristics of top officials and changes in internal processes and organizational structures. Dieser Artikel soll F & uuml;hrungskr & auml;ften im & ouml;ffentlichen Dienst, Praktiker:innen und Berater:innen helfen zu verstehen, aus welchen Gr & uuml;nden sich die Sozial- und Berufsprofile von Spitzenbeamt:innen im Zeitverlauf & auml;ndern. Im Artikel wird ein Ver & auml;nderungsindex vorgestellt, der einen Zusammenhang zwischen bestehenden Reformtrends wie dem New Public Management und Ver & auml;nderungen in den Profilen von Spitzenbeamt:innen herstellt. Er geht davon aus, dass soziodemografische und karrierebezogene Merkmale unterschiedliche und sich im Laufe der Zeit ver & auml;ndernde Erwartungen an & ouml;ffentliche Institutionen widerspiegeln. Folglich kann die Ernennung von F & uuml;hrungskr & auml;ften als strategische Reaktion auf externe Anforderungen betrachtet werden, die darauf abzielt, Legitimit & auml;t zu erlangen und aufrechtzuerhalten. In ihrer Studie betonen die Autor:innen die Wechselbeziehung zwischen der Leitungskraft und dem organisatorischen Umfeld. This article investigates the determinants of organizational change reflected in the profiles of the heads of state audit offices (SAOs). The authors developed an index that captures changes in the socio-demographic characteristics and career backgrounds of SAO heads, which serves as a limited yet meaningful proxy for organizational change. To explain these changes, the authors calculated various fractional logit regression models, controlling for structural variables and reform trends such as New Public Management (NPM). The results indicate that modifications in classical bases of legitimacy-such as the number of parties in the state parliament, and regional affiliation-help explain the changes in the profiles of SAO heads.
