• Collaboration across actors is essential in heat protection, but challenging. • We conducted a theory-led analysis of interviews with 23 actors in heat protection. • Heat protection relies on informal networks when institutional frameworks are weak. • Actors advocated for a political mandate tied to funding to enable collaboration. • Political leadership on national and federal state levels is required.
