• The controlled construction of multiscale porous PLLA scaffolds through a two-step TIPS strategy. • Phase separation–mediated gelatin incorporation enabling uniform bioactive distribution and mechanical reinforcement. • Cooperative roles of scaffold architecture and surface bioactivity in regulating stem cell behavior were confirmed.
