• Photocatalytic (PC) strategy enables controllable oxygen vacancy engineering in WO3. • Nearly fourfold improvement in photocurrent is achieved on WO3 after PC treatment. • PC treatment results in a sevenfold increase in carrier density in WO3. • Bulk carrier separation and interfacial charge transfer are simultaneously enhanced. • PC strategy is universal across different reducing media and light sources.
