• Provides the first causal empirical evidence on the potential economic costs of pursuing the Sustainable Development Goals (SDGs) • China’s SDGs-oriented transformation policy in resource-exhausted regions significantly reduced regional GDP and GDP per capita. • Loopholes in SDGs’ target setting induced local governments’ strategic behaviors instead of genuine innovation. • Local governments mainly fulfilled SDGs tasks by cutting public investment and industrial production rather than promoting sustainable restructuring. • Scientific target setting and compatible incentive mechanisms are crucial to avoiding strategic behaviors and SDGs implementation pitfalls.
