• Facet engineered anatase TiO2 for energy saving hydrogen production. • Preferential orientation (004 plane) improve the PEC OER and PEC HzOR. • Electrolyte water content tunes the crystallographic orientation. • Two-fold higher PEC HzOR activity for (004 plane) at lower water content. • 77% IPCE at 1.2 V vs. RHE for HzOR.
